Shillong, July 12: Union Doner Minister Jyotiraditya Scindia has called for social audit of projects rather than utilisation certificates (UCs) and completion certificates (CCs).
Speaking to reporters on Friday in the city, Scindia said, “We will make sure that all our states make a social audit.For example, if a hospital has been put up, a school has been put up , that is brick and mortar but brick and mortar alone has no value unless there is a soul inside the brick and mortar. So hospital must have doctors and nurses, a school must have teachers because that is real soul therefore not only a UC and CC but social audit as to how many patients have been treated, how many students have been taught in the school that is very monumentally important in our path of progress as we go forward so, I am bringing a new dimension”.
He said for the last two-three weeks, the focus is not on utilisation certificates or completion certificates.
He was replying to a question on whether there should be a single body or both Doner and NEC for the development of North East.
“It is not necessary to look at the process but the outcome and not the outlays but the outcome”, he added.
