Shillong, April 15: Green Tech Foundation ( GTF) has decided to carry on with the protest after a meeting with the tourism officials on Tuesday.
Director of Tourism Brenda Pakyntein said after the Foundation wanted the invitation for talks in writing, a letter was sent.
However, the tourism official said the condition for talks was to withdraw the FIR filed against them.
“We conveyed that the tourism department has nothing to do with the FIR as the focus of discussion is on the project”, Brenda said.
An official source said that the FIR must be for staging protest infront of the Secretariat.
GTF secretary general Ritre Lyngdoh told reporters after the talks failed, the Chairman H Bansiewdor Nonglang will not withdraw his indefinite hunger strike.
“The tourism department refused to revoke the agreement that includes Lumpongdeng Island in the Taj Resort & Spa project”, he said.
“Today being the seventh day of the indefinite hunger strike, our chairman has fallen weak as the days passed by. This morning, the district administration has asked us to meet with the Director of Tourism BL Pakyntein,” the GTF secretary said.
According to him. the meeting was convened at short notice without prior written assurance.
“However, they (tourism department) did not come with the written assurance and later in the evening at around 4.40 pm, we received a letter saying that there would be a meeting that has been convened by the Director of Tourism,” he said.
“After we had a meeting among team members, we had taken a decision that we shall go and attend the meeting,” Lyngdoh said.
He said the department remained firm on retaining the island in the project.
“The outcome of the meeting is quite disappointing. We have been sitting for more than 6 days hoping for a very productive result from the government’s end that they will scrap this project. However, after deliberating on many issues with environment being the crux of the discussion, the department of tourism is adamant that they will not revoke the agreement that mentioned Lumpongdeng Island will be part of the luxury resort and spa,” he said.
Hence, the GTF announced that the protest will intensify.
“Therefore, on such a disappointing outcome of the meeting, the Green Tech Foundation through the chairman announces that the indefinite hunger strike shall carry on and demonstration as guaranteed by the Constitution of India shall be amplified,” Lyngdoh said.
Lyngdoh refused to comment when asked about the withdrawal of the FIR filed against the organisation as pre-condition for talks.

“The Director of the Directorate of Tourism, B.L. Pakyntein, MCS, on Wednesday said the department remains open to dialogue with the Green Tech Foundation (GTF) despite recent developments surrounding its demands.
She said the department received information from the Magistrate on duty that GTF members were keen to meet tourism authorities, following which a meeting was fixed for 2:00 PM. However, the Foundation later sought written communication, prompting the department to issue a formal notice. Owing to time constraints, the meeting was later rescheduled to 5:00 PM.
According to Pakyntein, the notice was returned by GTF with a precondition that the FIR filed against its members be withdrawn before any discussion. She clarified that the Tourism Department has no jurisdiction over the FIR, as it is a matter under the District Administration and subject to due legal process.
Reiterating the department’s stand, she said it is willing to hold discussions if GTF agrees to participate, and appealed to the Foundation to withdraw its protest and resolve the issue through dialogue.
She also noted that the Chief Minister, Deputy Chief Minister and Commissioner & Secretary have already issued clarifications stating that no permanent construction will take place at Lumpongdeng, in accordance with the project agreement.
Pakyntein further acknowledged that GTF had submitted a petition to the Tourism Minister, raising concerns over proposed construction in the Lumpongdeng area and the need to adhere to environmental norms. Copies were also forwarded to the Chief Secretary, Forest Department, and the Deputy Commissioner of Ri-Bhoi district.
Following a review, the department underscored the need to involve local residents as key stakeholders and referred the matter to the Deputy Commissioner of Ri-Bhoi to convene a joint meeting with the Dorbar Shnong and GTF. However, GTF chose not to attend.
In a subsequent meeting with village representatives and Rangbah Shnong, issues related to livelihood, employment, and environmental protection were raised. The Deputy Commissioner assured that these concerns would be addressed and communicated to the Tourism Department.
Pakyntein said later discussions with local stakeholders reflected alignment with the department’s objectives of sustainable development, livelihood generation, and environmental conservation in the Lumpongdeng area.
She added that the Dorbar Shnong would submit their conditions in writing, largely focusing on employment opportunities, livelihood support, and preservation of nature. The department, she said, is willing to formally agree to these conditions as they align with its vision.
Suggestions such as the plantation of herbal and organic trees were also welcomed, as they would enhance both ecological value and tourism potential.
Reaffirming the department’s commitment to dialogue, Pakyntein expressed concern over the ongoing hunger strike by GTF members, particularly the health of its chairman, and urged the Foundation to respond positively for an amicable resolution”.
