
Shillong, July 10: The animal husbandry department has stopped tax on animals imposed by the KHADC.
The KHADC had on June 1 issued a letter imposing tax on vehicles carrying various animals, including elephants, horses, donkeys among others.
Speaking to reporters on Friday (June 10), Shullai said the government received a complaint regarding a KHADC work order issued to Francis L Nongbri of Mawlai Nongkwar to collect tax on animals.
“I endorsed it to our officials to examine whether it is legal or illegal,” Shullai said.
Following this, the department wrote to District Council Affairs on June 30, forwarding KHADC’s June 1 order permitting collection of toll on vehicles carrying livestock at 19th Mile, Byrnihat for 2026-2027.
In the letter, Under Secretary P Lyngdoh stated: “You are requested to kindly inform the KHADC and other Autonomous District Councils of the state that collection of toll on entry is not allowed.”
“Therefore, it is illegal. We have sent a letter from the department to disallow the district council from collecting tax on entry of livestock,” Shullai said.
He added that all three ADCs have been asked not to levy entry tolls on livestock.

2. Proper Notice Board displaying the rate charged against each should be properly erected at the collection place.
3. That you should furnish the name(s) of the Employee(s) engaged for the purpose and provide them with proper Identity Card duly identified by you and countersigned by authorized official.
4. That the aforesaid collection of fees should not exceed the prescribed rate.
5. That there should be no double collection being transported on the same day.
6. That the collection be strictly ensured that such station should not interfere with the free flow of the vehicles plying on the Public Road, PWD Roads, State Highway, National Highway..
7. That the collection, in case of erection of revenue station(s) on designated location maintaining adequate lay-by without interfering with the free flow of the Vehicular traffic State Highway, National Highway or any PWD Road etc.
8. That any violation of any of the above conditions and terms of the agreement this order is liable for cancellation without any opportunity of being heard.
