The NEHUTA requested the VC (Acting) Prof. S. M. Sungoh that the adjourned 113th Academic Council (AC) Meeting scheduled for 21 May 2025 at 10.30 am in the Multiuse Convention Hall must go ahead because she is fully empowered to perform the duties of the VC as per NEHU Statute (2(A)(5)(i) and Ministry of Education notifications from time to time in absence of the regular VC in the campus who is on a prolonged unauthorised leave and haven’t entered upon his office in the Headquarter of NEHU at Shillong to join and perform his duties as required under Statute 2(A)(2). It is indeed laughable and shameful that Prof. P. S. Shukla, who is the topmost blatant violator of NEHU Act, Statutes and Ordinances, UGC Regulations 2018, UGC’s Model Cadre Recruitment Rules for non-teaching staff, Govt. of India, CCS Rules, etc. that NEHU has ever known, is questioning the legality of Prof. Sungoh convening the meeting of the AC. She is perfectly placed to performing her duties as the VC as per NEHU Act and Statutes and NEHUTA stands strongly behind her to enable her to discharge her duties without fear or favour. Prof. Shukla is hell bent to destabilize and destroy NEHU which we are and will always fight it tooth and nail. NEHU is well-equipped to handle the concerns of the colleges, students and parents without Prof. Shukla. Indeed, his 6 months plus absence from his duties in NEHU Shillong has been a blessing in disguise where all infrastructural developments, files, etc. that were stalled by him for 3 and half years took off/got cleared. He should continue to enjoy his unauthorised leave with salary as long as he can from Guwahati, Delhi, Gonda Uttarakhand, Lucknow, or at sea, in space, etc. and let NEHU be run by those who are concerned about it as per NEHU Act and Statutes.
For the records, NEHUTA has never accepted the illegitimate appointments of the Pro Vice-Chancellors based on the notifications issued by the Assistant Registrar, Planning, dated 13/11/2024 and later by Omkar Singh, dated 14/11/2024 simply because the VC, who was absent from the HQ of NEHU, Shillong, has not followed the proper procedures as laid down under the NEHU Statute 3 on the appointments of Pro-VCs. Moreover, the letter was issued by Omkar Singh, who was on leave from 3/11/2024 and have not joined in the HQ of NEHU, Shillong since then for the last 6 months plus, which itself is totally illegitimate. Therefore, their actions were considered ‘ultra vires’. Additionally, Prof. Shukla & Omkar Singh’s actions while on leave and absence from the HQ in NEHU, Shillong were made null and void twice by the Vice Chancellor (Acting).
The NEHUTA hopes that it will be a very fruitful discussion and deliberations in the ensuing AC meeting on the 21st of May 2025.
