The letter of the Front general secretary Bernita Marak below
To
The Chairman/Secretary
Meghalaya Public Service Commission (MPSC) Lower Lachaumiere Shillong, Meghalaya
Subject: Letter seeking clarification and transparency in selection process.
“Respected Sir/Madam, I hope this message finds you well, I am writing this letter seeking clarification and transparency from your esteemed office. I am representing one of the reputed Non-Governmental Organization rooted within Meghalaya and Tura West Garo Hills as its headquarter having confident and support from the general public at large as we aim to check and balance against the inequal treatment against our people as well as to point out the error in government and administrative dealing and to suggest corrective measures for future course.
Respected Sir/Madam, on careful perusal of the proper implementation of the promised State Reservation Policy of 1972 in present scenario, one of your notification no. MPSC/EX-C/39/2023-202424 dated 16 July 2024, declaration of result of the interview for the post of Lower Division Assistant (LDA) in Meghalaya Secretariat (Oct 2023) which caught our notice, that particular sentence which goes on saying, “There was no candidate for the post of sports person from the Garo Community” and upon coming through this particular statement of your esteemed office I personally started to do some research as to how much your given statement stands true.
After accumulating all the information I have learnt that there was indeed individual(s) who had applied for the two LDA post in Secretariat Memo-no- MPSC/ADVT-51/2023-2024/127 dated 19th October 2023 which was declared as not been able to filled due to no candidate(s) available for the post and the reason for such declaration from your esteemed office remain mystery and puzzles for us to understand as to why such false narrative was made ?. This similar scenario was also witnessed while filling up for the Meghalaya Agriculture Service where it was stated that there was no individual(s) eligible for the post without disclosing on what ground applied candidates had been rejected? and I also hope that post which has not been filled from our Garo Community shall not be converted into UR (Unreserved) category in coming days as we will also be watching over the steps taken.
However, positivity can be seen in Meghalaya Police Service where post reserved for sport person was filled. Respected Sir/Madam it has came to our notice that many sports persons as well as aspirants of Garo Hills were saddened and shocked when their application though some of them even sit for the last stage of selection but on result your office surprisingly declared as “There was no candidate for the post of sports person from the Garo Community”. Such a careless and untrue statement was not expected from your office as your office hold one of the most reputed and sought a loud position in the state of Meghalaya. This childish statement coming from one of the reputed office only shaken our humble trust on this very system of selection and question one’s own capability which is altogether not so acceptable. Respected Sir/Madam I assume that there might be an error while declaring so or the system is so proud and choose not to follow the proper procedure and overlooked the very applications of one community for the unknown reason for which we also seek an answer along with all those aggrieved individuals. Another factor for your office error which I assume might be due to the fact that selector or person(s) assigned failed to recognized the difference between the given posts, where reserve post for the given sports person was to be selected and appointed differently among others applicants having additional criteria.
Respected Sir/Madam, in other to avoid such unwanted error the segregation or selecting process among sports person should be review and revamp in MPSC as deserving sports person(s) are not getting through because of the lack of proper procedure that need to be adopted while identifying this specific category. In order to identify the sports person selection system should be segregated from the normal selection procedure and I may inorder to identify this specific category suggest the following:
1. The system should adopt the procedure of including compulsory National International Regional sports certificate details attached in the application. So, as to ease the burden of identifying by your office.
2. Candidates claiming to this specific category should also categories or marked themselves in which level they represented either National International or Regional in the OMR sheet.
3. Separate cut off marks.
It has also come to our notice that another advertisement for the post of Research Assistant in Planning Department Memo no. MPSC ADVT-51/202-24/182 dated 8th March 2024 containing special post for sports person is present and the results of written exam has been declared and personal interview is to be taken in coming days, We hope and expect that error made in MPSC/EX-C/39/2023-202424 dated 16th July 2024 shall not be repeated as it has been learnt that there are numbers of qualify candidates from Garo Community who had applied for it.
Respected Sir/Madam we representing our innocent people urge you to give clarification as well as transparency in selecting procedure and to clarify the reason why despite of number of applied candidates for the post meant for sports person were not filled from our community? and request your esteemed office to refrain from making any such error in future as it may called for the litigation interference if such negligence and error continue to serve against the bonafide and capable candidates”.
