ADCs may not get adequate fund in absence of transparency: Rymbui

Shillong, June 15: District Council Affairs minister Lahkmen Rymbui has said the fund flow to the three autonomous district councils (ADCs) may get affected if they further delay in submission of their respective accounts.

“This is a very serious matter. They ADCs should understand and submit their accounts as early as possible because if they cannot not submit on time, it may affect the flow of funds to the district councils in future,” Rymbui told reporters.

Governor Satya Pal Malik had on June 10 asked the state government to set up an inquiry into the alleged failure of the ADCs to submit their respective accounts for the past few years.

The move was after receiving a letter from the Comptroller and Auditor General of India on June 8, relating to the matter of non-submission of accounts by the District Councils over a period of few successive years and non-tabling of reports of CAG in the District Councils.

Regarding  an inquiry into matter, Rymbui said though he is yet to see the letter from the governor, the state government had already called a meeting with all the three ADCs – KHADC, JHADC and GHADC, on May 10.

“We have told all the 3 ADCs that they should reply to the CAG and also send us a copy so that we are also made aware. However, till date as we speak we have not got any communication from the ADCs. Therefore, we are waiting for their reply,” he added.

Further, the DCA minister said that the department had also impressed upon the ADCs to streamline their financial management.

“Some of the ADCs are trying to meet many of the observations of the CAG in the past. I hope that in the present instant case they will try to meet those observations as much as possible, so that the problem of accounting in the future will be cleared and will become transparent.”

Rymbui said as per the CAG report, the ADCs had not submitted their accounts for 2009, 2010 and 2011.
