Assam issues closure notices to de-addiction centres where two state youths died

Shillong, Jan 13: Assam has issued closure notices to two rehabilitation centres after two youths from the state died there while it wanted investigation by Meghalaya government regarding the person who take addicts to these centres.

‘Since it has been established that both the centres have violated some provisions of the SOP regarding the functioning of the de-addiction centres, notified by the Department vide an order dated 31st July, 2024, closure notices have been issued to both the centres on 6.12.2024″, said a letter written by Assam Commissioner and Secretary, Social Justice & Empowerment Department Virendra Mittal to Sampath Kumar, Principal Secretary, Government of Meghalaya, Social Welfare Department.

According to Mittal, a significant fact that has come to light during the inquiry was that   Arup Jerial Passah from Meghalaya, who is a recovering addict, has been instrumental in bringing patients from Meghalaya.

“This aspect needs further investigation, perhaps from your side as well”, the letter said.

Acknowledging the receipt of the letter of Kumar on November 25, seeking a probe into the death of two youths from Meghalaya in rehabilitation centres, one located in Chandrapur and the other in Mangaldai, Mittal said the Director, Social Justice & Empowerment Assam was entrusted to conduct the probe to ascertain the events and circumstances leading to their deaths.

“As per the report, Late Rickelson Jyrwa who was staying at Alive Again Foundation De-addiction centre (private- unregistered) at Chandrapur, Kamrup (M) District had a seizure on 20th November 2024 and when taken to the nearby GATE hospital, he was declared brought dead by the doctor on duty. His guardians were informed and they took the body without allowing the hospital authorities to perform post- mortem. There was no FIR filed by the guardians suspecting anything against the de-addiction centre.Late Meban Syndor who was staying in Better Living wellness Foundation de-addiction centre (private-unregistered) died on 19th November, 2024 following medical complications at JNSM Polyclinic, Darrang, As per the report. there appears to be no malafide in respect of his death either”, the letter said.
