Bernard raises Garo accord violation & GHADC fund misuse

Shillong, Aug 24:Tura MDC Bernard Marak has called for emergency action against violations of the Garo Accord and misutilisation of central funds in GHADC.

In a letter to Chief Minister Conrad  Sangma on Sunday, Marak demanded immediate intervention into the gross violations of Para 7.6 of the Garo Accord, citing rampant misutilisation and misappropriation of central developmental funds within the GHADC.

“The Rs 100.71 crore special package sanctioned by the Centre post-Accord in 2015-16 has allegedly been diverted without proper auditing or accountability. Projects have been duplicated, including the Tribal Research Centre built over the Council Museum at Chidekgre — a move that raises serious questions about land encroachment and procedural violations by two bureaucrats who were Administrators of GHADC and manipulated the centrally sanctioned projects”, Marak said.

“The Garo Accord is not just a document — it is a solemn commitment to the tribal people of Meghalaya in general and Garo Hills in particular. The violation by the Executive Committee, dominated by MDCs from the ruling party, is an insult to our constitutional mandate and a betrayal of public trust,” Marak added.

He has called for an emergency meeting involving the signatories, the state government, GHADC, and independent auditing bodies to review all centrally funded projects under GHADC and investigate contractors involved in misappropriation.

The MDC wanted audit reports and action taken reports to be submitted to the Governor and Legislature.

Marak reiterated his commitment to transparency, tribal autonomy, and the restoration of dignity to GHADC.

“We will not allow the promises of the Accord to be buried under political convenience and financial malpractice,” he added.
