Controversial cop posted as IGP, law & order

Shillong, May 21: Senior police official Mukesh Kumar Singh, who has been facing disciplinary proceedings for the custodial death of Tura youth, Balsan Marak, was posted as Inspector General of Police(Law & Order).
The official was indicted by the High Court of Meghalaya for the custodial death of Balsan when he was the SP, West Garo Hills. The court in 2018 had asked the DGP to take disciplinary action against Singh and others.
Later, the police official was posted with the BSF at Jaisalmer after he was promoted to the rank of DIG by the state home department.
Balsan was arrested on the issue of alleged torture of 12 girls in Tura, but he died on May 20, 2014, while in judicial custody after he was brought to Tura civil hospital for treatment from the district jail.
Last year, Singh appeared before the disciplinary committee in Shillong and the mother and friend of Balsan, who had also deposed before the committee, demanded action against the official.
The mysterious killing of Fullmoon Dkhar when Singh was serving in West Jaintia Hills as SP, had also raised many an eyebrow.
The order of the home department issued on May 20 said that on repatriation from the Centre in the interest of public service and on the recommendation of the Civil Services Board, Singh is posted as the Inspector General of Police (Law & Order).
