Design Associates & UPRNN on CBI probe list

Questions raised on Assembly dome design

Shillong,May 24: The Opposition Leader, Mukul Sangma on Tuesday released a document related to CBI probing files on Design Associates and Uttar Pradesh Rajkiya Nirman Nigam (UPRNN) in connection with designs and constructions of buildings in other states.

While the Design Associates designed the Assembly building including the dome, UPRNN is the constructing company.

Briefing reporters, Mukul said it is for the press to carry out investigative reporting on the matter.

As per the document, the CBI n 2018 had sought files pertaining to the M/s Design Associates, Noida which has been allotted with 20 projects of Rs 3,755 crore and files pertaining to UPRNN Ltd for the work of remodeling and face lift of ESI Model Hospital, Rajaji Nagar, which was withdrawn from Karnataka PWD and handed over to UP-RNN limited.

The CBI had also sought payment made to Design Associates on 20 projects.

The CBI filed the case against PC Chaturvedi, IAS (Retd), the then Director General of ESI Corporation, New Delhi and other unknown officials of ESIC for committing irregularities in awarding capital works, consultancy, sanction of funds without authority, failure to follow the transparency requirements and Central Vigilance Commission (CVC) guidelines in awarding contracts for architectural consultancy and construction work by ESI Corporation during 2007-2009.

Mukul said he was perturbed by the letter and said that as per the CVC guidelines, there are clauses which indicated that any participants in the bid should have self-declaration against any instance of criminal cases pending against them, which in this case is missing.

“Therefore, the manner in which we should further proceed in engaging a kind of inquiry which should be insulated from influence by these firms’ in other words independent means completely independent,” Mukul said.
