Garoland panel, activist raise misuse of Garo quota
Action sought from Chief Secretary against MPSC appointment

Shillong, Feb 19: Concerned over the delay in taking action regarding the misuse of state reservation policy, the Garoland State Movement Committee (GSMC) has urged Chief Secretary DP Wahlang to review the appointment of a lady claiming to be a Garo.
The appointment was effected by Meghalaya Public Service Commission.
Earlier on January 12, social activist Cherian Momin had raised the issue with the deputy commissioner but there has been no response.
Later, on February 18, the committee opposed the appointment of Esther Ngurlienmoni Marak under Garo quota in the Meghalaya Civil Service (MCS) Examination results.
The opposition is due to the Mizo connection of the candidate.

Esteemed Sir,
In inviting letter and reference to the subject cited above, I am writing this letter on behalf of the Garoland State Movement Committee
(GSMC), Tura, to express our vehement opposition to the appointment of
Ms. Esther Ngurlienmoni Marak, who has secured Serial No. 25 in the Garo Quota in the recent Meghalaya Civil Service (MCS) Examination, as per the notification MPSC/EX-C/50/2021-2022/171.
A request come to our knowledge that complaint regarding this issue was previously filed by social activist Mr. Cherian G. Momin to your office. However, as of now, no action or even acknowledgment of this matter has been received. This has raised grave concerns among the members of our committee and the larger Garo community, particularly
regarding the integrity and fairness of the examination process.
The Garoland State Movement Committee, representing the legitimate aspirations and grievances of the indigenous Garo
community, has consistently emphasized the importance of preserving the sanctity of the reservation system in Meghalaya.
The reservation quotas were designed as a means to uplift marginalized communities and
provide them with equal opportunities in state services. Therefore, it is imperative that these quotas be filled by genuinely deserving candidates from the concerned communities.
Our strong opposition to Ms. Esther Ngurlienmoni Marak’s inclusion in the Garo Quota stems from the belief that her appointment undermines the very purpose of this reservation system. It is widely
believed that Ms. Marak is not a representative of the Garo community.
The very essence of this quota system is to ensure that it benefits those who are genuinely from the indigenous communities of the state. Allowing individuals who do not truly belong to these communities to benefit it from these quotas is a direct betrayal of the people whom this system was designed to support. The moral and ethical implications of such actions cannot be overstated.
We urge your office to seriously review the circumstances surrounding Ms. Marak’s appointment and to scrutinize the credentials and claims she has made with respect to her eligibility for the Garo quota. This matter has created a deep sense of discontent within our community, and the lack of timely and transparent action on this issue has only exacerbated the situation.The Garoland State Movement Committee is committed to ensuring that the interests of the Garo people are protected. As an organization, we have always upheld the principles of justice and fairness, and it is in this spirit that we request your office to take immediate corrective measures.
We implore you to investigate this matter thoroughly and to take necessary legal steps, if it is found that any rules or provisions have been violated in the process. We believe that without swift action, this issue will
escalate further and continue to damage the trust between the Garo community and the state administration.
In the event that no action is taken to address our concerns, we will have no choice but to explore other avenues, including but not limited to legal action, protests, and demonstrations, to bring attention to this grave issue. The Garo community will not remain silent in the face of such injustice, and we are prepared to take all necessary steps to ensure that the rightful members of our community benefit from the resources and
opportunities that are rightfully theirs.
We sincerely hope that your esteemed office will take immediate action to address this pressing issue. The Garoland State Movement
Committee, and the people we represent, are waiting for a response that assures justice and transparency. It is our fervent belief that through fair and just measures, the trust of the people can be restored, and the integrity of the examination process upheld.
We request a prompt response to this matter. The committee and the people of Garoland are eager to see the necessary steps being taken to rectify this injustice.
