Government Allows Retired Teachers and Lecturers to Withdraw 100% CPF Accumulation; Further Consultations on CPF Scheme to Continue.

A meeting was held today by the Education Department with representatives of the Meghalaya College Teachers’ Association (MCTA), Khasi Jaintia Deficit School Teachers’ Association (KJDSTA), members of the Board of Trustees (BoT), and officials of the State Bank of India (SBI), which has been entrusted with implementation of the Meghalaya Non-Government School and College Employees Centralised Provident Fund (CPF) Scheme, 2026 for employees of aided schools and colleges.

During the meeting, representatives of the MCTA expressed the view that since the matter relating to the CPF Scheme is presently sub judice before the Hon’ble High Court of Meghalaya, they would refrain from making detailed comments on the issue at this stage.

The KJDSTA expressed concerns that representatives from other regions of the State, particularly from Garo Hills, were not present during the discussion. The Association also expressed the opinion that discussions on the matter should presently be confined to deficit teachers and lecturers only. Taking these concerns into consideration, the Education Department has decided to convene another round of meetings involving representatives of deficit teachers and lecturers from different parts of the State to ensure wider consultation and participation.

During the meeting, the All Meghalaya Primary School Teachers’ Association (AMPSTA) requested the Department to organise awareness programmes for teachers regarding the provisions and operational aspects of the newly notified CPF Scheme. The Department welcomed the suggestion positively and agreed that awareness and sensitisation initiatives would be beneficial for all stakeholders.

The issue relating to retired teachers and lecturers was also discussed in detail. Several retired employees requested permission for 100% withdrawal of the CPF amount accumulated in their accounts. After due deliberation, the Department has taken a positive decision in this regard and instructed SBI officials to furnish the detailed statement of all concerned employees by the 10th of this month. The statements will thereafter be verified by the concerned Directorates, following which authorisation will be issued enabling eligible retired teachers and lecturers to approach SBI and withdraw 100% of the accumulated CPF amount standing in their accounts.

Accordingly, all retired teachers and lecturers desirous of opting out of the CPF Scheme and withdrawing the full accumulated amount are requested to submit an undertaking to the concerned District School Education Officer (DSEO), in case of school teachers, and to the Directorate of Higher & Technical Education (DHTE), in case of college lecturers.

With regard to the implementation and operationalisation of the CPF Scheme, the Education Department shall await the outcome of the matter presently pending before the Hon’ble High Court of Meghalaya.
