Govt issues show cause notice to designer & contractor of new Assembly building

Shillong, Sept 16: The state government has issued show cause notice to the designer and the contractor for the damage of the dome of the new Assembly.

Speaking to reporters after the high power committee meeting of the Assembly on Friday, Assembly Speaker Metbah Lyngdoh said that penalty was imposed on the designer as per the clause of the agreement.

The designer accepted that the technical engineer was not present for inspection, Metbah said adding that the new design will be free of cost.

According to Metbah, the contractor also accepted the shortcomings and will not make any claim for reconstruction.

The contractor will also carry out retesting and strengthening of the building.

The government will engage a technical engineer to ensure the safety of the building.

The HPC discussed about the report of Indian Institute of Technology, Guwahati (IITG) which pointed out lack of coordination resulting in the collapse of the dome.

Earlier on September 9, the HPC had met to discuss about the report.

According to Metbah, the reason for the collapse of the dome was that there was lack of coordination between the designer, contractor and the project monitoring committee.

A new project monitoring committee with a very sound technical engineer will be appointed, he said.

On lack of coordination, the Speaker said that the government will do the needful for better monitoring.

He also said the new design will be ready within three weeks and a full presentation will be made before the HPC.

The HPC has cleared that the work can resume by the contractor.

To a question on the cancellation of agreement with the designer and the contractor, the Speaker said it depends on the wisdom of the government.
