Guv assures administrators’ rule in councils: HITO
Shillong,July 11: The Hynniewtrep Integrated Territorial Organisation (HITO) leader Donbok Dkhar said Governor Satya Pal Malik assured the organisation that there is a need to have administrators’ rule in all the three district councils due to financial irregularities as they failed to submit utilisation certificates.
“He assured us that he will speak to Chief Minister in the evening to impose administrators’ rule in all the thre three councils”, said HITO president Donbok Dkhar,who led a delegation to meet the governor, on Monday.
HITO urged the governor to dissolve the councils and appoint administrators for KHADC, JHADC and GHADC for a period of six months to enable ADCs to submit audited accounts with geo-tag details and clippings, of all expenditure to the Comptroller General of India.
HITO pointed out that from Rs 567.71 crore received as central grant during 2015-20, the ADCs could utilise only Rs 302.13 crore(53 percent).
Non-submission of the UCs means that the authorities have not explained how funds were spent over the years or they were not spent. The ADCs be advised to submit the pending UCs, HITO said.
“This is a serious collapse of governance in the ADCs due to non-submission of utilisation certificates to the tune of 265.58 crore which has not been submitted and accounted for from 2015-2020 by the three district councils of Meghalaya”, HITO informed the governor.
