JNC against banks refusing JHADC land documents

Shillong, April 17: The Jaiñtia National Council (JNC) Western Zone has raised the issue of financial institutions refusing to recognise land documents issued by the Jaintia Hills Autonomous District Council (JHADC).
JNC submitted a memorandum in this regard to JHADC chief executive member Thombor Shiwat on Wednesday.
JNC president Hamehi Bamon said the banks’ refusal “has caused significant difficulties to landowners and settlers in the district”.
The organisation pointed out that JHADC, authorised by the Sixth Schedule of the Constitution, provides essential documents such as Land Holding Certificates (LHC), patta, buniaj lists, NoCs and Non-Encumbrance Certificates.
“However, banking institutions have increasingly hesitated to accept these documents. This undermines the JHADC’s authority and complicates the process for landowners seeking loans,” said Bamon.
“This situation not only questions the legitimacy of the district council but also places LHC holders in a precarious position, as they face significant obstacles when their only proof of land ownership is JHADC-issued documentation,” he added.
JNC appealed to the CEM to take swift action to resolve this matter. It also said any banking institution that attempts to undermine the legitimacy of JHADC-issued documents should face appropriate consequences.
