Shillong, June 26: 62-year-old Teinwell Dkhar, who passed away on Wednesday at his residence in Mawlong after a prolonged illness , remained with UDP though anti-defection law does not apply to the members of the district councils.
He represented Shella district council constituency four times.

Dkhar had donned almost all the roles in the KHADC as CEM, Chairman, Deputy CEM, Executive Member and Leader of Opposition.
UDP leader and former CEM TW Chyne acknowledged the loyalty of the four-time MDC who remained with the UDP throughout his political career.
Dkhar had contested in 2004 and repeated his victory till 2019.
