
Shillong, Aug 31: Tura BJP MDC Bernard Marak on Sunday said the state government cannot interfere and take over the shares and royalties of Autonomous District Councils (ADCs).
In a statement, Marak said to avail direct funding from the Centre and to avoid financial anomalies in the Autonomous District Councils (ADCs), the State Finance Commission (SFC), which was formed in 2012, was not constituted, violating Paragraph 7.7 of the Garo Accord. As per the Accord, there is a need to constitute an independent body like the State Finance Commission to recommend establishing a proper basis for fund allocation and sharing of tax proceeds between the state government and the autonomous district councils.
“The Government of India and the Government of Meghalaya will initiate steps for the necessary modification in the constitutional and other relevant legislative/ procedural regulatory regime. The agreement has been grossly violated by the state government officials, who did not take the necessary steps to work out a remedy to the issues affecting the council.
