To,
Shri. Conrad Kongkal Sangma
Hon’ble Chief Minister
Government of Meghalaya.
Subject: “Demands and Clarification sought regarding pending/unresolved influx issues”
Respected Sir,
We, the various pressure groups and civil society organizations of the state of Meghalaya, which include the Federation of Khasi Jaiñtia and Garo People (FKJGP), Hynñiewtrep National Youth Front (HNYF), Ri-Bhoi Youth Federation (RBYF), Jaintia Students Union (JSU), Garo Students Union (GSU), A-Chik Youth Welfare Organization (AYWO), Association for Democracy and Empowerment (ADE), and the Federation for A-Chik Freedom (FAF), All A-Chik Youth Welfare Society (AAYWS) & A-Chik Holistic Awakening Movement (AHAM) re-iterate our demands on the mechanism to safeguard the socio – economic and political interest of the people of Meghalaya which was duly discussed and submitted to the Government of Meghalaya since 2013-14 and so on.

As the joint social organizations of the state, we express our deep concern over the delay and slow progress of the State Government in implementing various laws meant to protect our indigenous community from being overwhelmed by outsiders who enter our state in different guises.
On behalf of the joint social organizations, which include the FKJGP, HNYF, RBYF, JSU, GSU, AYWO, ADE, FAF, AAYWS and AHAM we demand a clarification on the reasons why the government has completely failed to implement the Meghalaya Residents Safety and Security Act (MRSSA) 2016, the Entry & Exit Points, the Meghalaya Identification Registration (Safety & Security) of Migrant Workers Act 2020, Border Issues (Inter State and International Boundary) as well as the Meghalaya Benami Transactions Prohibition and Detection Act.
As joint social organizations, we clearly know and understand that the aforementioned laws are already in place to protect the minority indigenous community from being overrun by people from outside, whether from neighboring states or neighboring countries. However, the State Government’s lack of political will to enforce and stringently implement these laws poses a grave threat to the indigenous people, including the Khasi, Jaiñtia, and Garo communities.
Therefore, on behalf of joint social organizations —comprising the Federation of Khasi Jaiñtia and Garo People (FKJGP), Hynñiewtrep National Youth Front (HNYF), Ri-Bhoi Youth Federation (RBYF), Jaintia Students Union (JSU), Garo Students Union (GSU), A-Chik Youth Welfare Organization (AYWO), Association for Democracy and Empowerment (ADE), All A-Chik Youth Welfare Society (AAYWS) & A-Chik Holistic Awakening Movement (AHAM) we give the state government a 30-day ultimatum to implement these existing law. Failing this, we, as a collective body of various social organizations, will have no choice or option but to launch a public agitation if the State Government continues to remain silent on these legitimate demands.
Thanking you,
Yours respectfully,
