Thoughts on Rajya Sabha seat

Meghalaya’s political landscape is entering a crucial phase with two important electoral contests on the horizon. While the NPP appears to have strengthened its position in the upcoming Lok Sabha by-election by fielding a strong candidate, the party faces a more consequential decision in selecting its Rajya Sabha nominee. Unlike the relatively straightforward Lok Sabha contest, the Rajya Sabha nomination has sparked intense debate within political circles. Questions of regional representation, leadership optics, and the party’s long-term electoral strategy have become central to the discussion. Increasingly, the choice is being viewed not merely as a parliamentary nomination but as a decision that could influence political perceptions ahead of the 2028 Meghalaya Assembly election. Early speculation revolved around three names: James P.K. Sangma, H.M. Shangpliang, and former Mylliem MLA Hamletson Dohling. However, Dohling has since indicated that his focus remains on state politics, effectively narrowing the contest to James Sangma and H.M. Shangpliang. On paper, James Sangma appears to be a natural contender. A former cabinet minister and senior NPP leader, he is among the party’s most experienced and recognisable faces. His supporters believe he possesses the political experience and maturity required to represent Meghalaya effectively in Parliament. Yet politics is rarely decided on experience alone.

The Challenge of Regional Perception

One of the most significant challenges facing the NPP today is the growing perception that political power within the party is increasingly concentrated in the Garo Hills. Whether this perception is fair or not is ultimately less important than the fact that it exists. Across sections of the Khasi and Jaintia Hills, concerns have been expressed about the distribution of major political positions. Today, many of

Meghalaya’s most prominent constitutional and political offices are occupied by leaders from the Garo Hills. With the Rajya Sabha tenure of Dr. Wanweiroy Kharlukhi nearing its end, many voters are closely watching whether the remaining national-level representation will also shift to the same region. At a time when the Voice of the People Party has successfully projected a strong Khasi voice at the national level through its Lok Sabha representation, the NPP faces a different challenge. The party lacks an equally visible Khasi leader at the national level who can articulate its position and defend its policies

A Rajya Sabha nomination from the Khasi Hills would therefore serve not only as a parliamentary appointment but also as a political message that the NPP remains committed to balanced representation across Meghalaya.

The Family Factor

Another consideration is the optics surrounding concentration of influence. With Conrad Sangma serving as Chief Minister, the elevation of James Sangma to the Rajya Sabha would inevitably invite criticism from political opponents who may portray the move as a further consolidation of power within a single political family. Supporters may dismiss such criticism as unfair. However, elections are often shaped by narratives and perceptions rather than technical arguments.

The NPP must therefore assess not only the merits of a candidate but also the political story that opponents will tell voters.

The MCA Controversy

The ongoing controversy within the Meghalaya Cricket Association introduces another layer of political complexity. It is important to state clearly that James Sangma has not been accused of sexual harassment. Publicly available reports indicate that he positioned himself as the individual exposing an alleged cover-up of complaints filed by members of the Meghalaya Under-23 Women’s Cricket Team. Supporters argue that this demonstrates leadership and accountability. They point out that the complaints predated his presidency and that he publicly demanded action once the matter came to light. However, critics maintain that leadership is judged not only by whether a person knew about a problem but also by the response after becoming aware of it. They question whether enough visible steps were taken to reassure the affected players and restore confidence in the institution. Critics argue that stronger measures could have included direct engagement with the players, emergency meetings, more visible safeguarding initiatives, and institutional reforms aimed at strengthening athlete welfare and grievance redressal mechanisms. The larger question raised by critics is not simply whether James Sangma was informed earlier. Rather, they ask whether the response after discovery met the standards expected of the head of a sporting institution dealing with allegations of such seriousness. Some also argue that only a fully independent inquiry can conclusively establish who knew what and when, and whether all concerned discharged their responsibilities appropriately.

From a political perspective, this creates a perception challenge. Even if James Sangma is ultimately cleared of any responsibility, opponents are likely to argue that elevating him to the Rajya Sabha while the matter remains under scrutiny could expose the party to unnecessary criticism. The MCA controversy is also not the first time James Sangma’s name has appeared in public controversies. Over the years, he has faced criticism relating to governance issues, cabinet reshuffles, and allegations raised by political opponents. While these matters remain contested and have not resulted in findings of wrongdoing, they nevertheless contribute to a political narrative that rivals could seek to exploit. Why H.M. Shangpliang May Offer a Strategic Advantage

Viewed purely through the lens of electoral strategy, H.M. Shangpliang presents a compelling alternative. As a Khasi leader, his nomination would immediately help address concerns about regional representation. It would also provide the NPP with a stronger and more visible Khasi presence at the national level. Shangpliang has developed a reputation as an outspoken and articulate political figure capable of forcefully presenting issues in public forums. His nomination would signal that the NPP is serious about broadening its leadership profile and strengthening its appeal beyond its traditional strongholds. Unlike James Sangma, Shangpliang is also not currently associated with any major ongoing public controversy. This would allow the party to focus on its political message rather than spending valuable energy defending its choice. Most importantly, his elevation would help counter the perception that important positions within the party are concentrated in one region.

Looking Towards 2028

If the objective is simply to reward seniority and experience, James Sangma remains a credible candidate. However, if the objective is to maximise the NPP’s prospects in the 2028 Assembly election, the strategic case for H.M. Shangpliang appears stronger. His nomination would address concerns about regional balance, strengthen the party’s standing in the Khasi and Jaintia Hills, counter opposition narratives, and demonstrate that the NPP remains committed to inclusive leadership across Meghalaya. The Rajya Sabha seat is the party’s most visible national platform. The decision should therefore be viewed not merely as an appointment but as an opportunity to send a political message.

As 2028 approaches, that message may ultimately prove more valuable than any I ndividual candidature.
