Minority tribals’ forum moves Guv & CM to uphold rights

Concern over new job recruitment policy, reservation, delimitation & roster system

Shillong, June 3: Meghalaya Indigenous Minority Tribals’ Forum (MIMTF) and the Regional Council Demand Committee (RCDC) have opposed the decision of the state government to make Garo and Khasi compulsory for recruitments by the district selection committees, while reiterating the need for a regional council for the minority tribals.

A letter in this regard was handed over to the Governor and the Chief Minister seeking their intervention.

Language proficiency & job recruitment

According to the new recruitment policy, the Garo and Khasi languages are mandatory for all candidates and for any posts under the purview of the District Selection Committee (DSC) in the districts.

All candidates will have to qualify for exams. (written test) of 100 marks with the pass mark of 40 in the Garo and the Khasi languages. without which no candidate will be considered eligible for appearing in personal interviews.

Under the RCDC and MIMTF in particular, the entire minority tribal communities wanted the government to put on hold the language proficiency policy related to the Garo and Khasi.

They sought more time before implementing the new recruitment policy, as sudden imposition reduces job opportunities

If necessary, the minority tribes may move the court against the new recruitment policy of the government

Reservation Roster

The group also wants exemption from the  Reservation Roster in respect of recruitment to the teachers’ posts in the schools (Secondary and Higher Secondary) and in the colleges in all categories, i.e., Govt./Deficit and Ad-hoc (Schools and Colleges) belonging to minority tribals.

Delimitation

They also pointed out that in 2013, after the delimitation of Assembly constituencies, the minority tribals have been marginalised as they are not able to send their representatives to the Assembly due to demographic changes during the process of delimitation.

Job reservation

As far as the job reservation policy is concerned, the minority tribals such as  Hajong, Koch, Rabha, Boro, Mann and Karbi are given 5% quota only.

The minority tribes said they hardly get 2.5% because they have to share 5% with the SC and other non-indigenous tribes like  Naga, Mizo, Tripuri and others.

They said 2.5% is too meager, and because of this, they are still backward.

The neglect of the minority tribes has given rise to the demand for an Autonomous Regional Council for the minority scheduled tribes in Garo Hills. minority tribals.
