Gangster killed by rival gang in Tihar jail; NHRC notices issued

New Delhi, May 2 (UNI): The National Human Rights Commission (NHRC) on Tuesday issued notice to Delhi government and police over the reported killing of an under-trial prisoner by the other inmates in Tihar jail.

Jailed gangster Sunil Mann alias Tillu Tajpuriya was killed after he was allegedly attacked by four inmates of a rival gang in Delhi’s Tihar jail on Tuesday morning, Tihar jail official said.

According to jail officials, Tillu (33) was rushed to Deen Dayal Upadhyay Hospital where he was declared dead by the doctors during the treatment in the hospital.

Tillu, an accused in Rohini Court shootout case, was lodged in the ground floor of high security ward, he was allegedly attacked by four inmates affiliated to rival Gogi gang, Deepak (31) alias Titar, Yogesh (30) aka Tunda, Rajesh (42) and Riyaz Khan (39) who were lodged in the first floor of the same ward from where they cut open the security grills and jumped on the ground floor using bed sheets and entered inside Tillu’s ward and attacked him with improvised ‘sua”, said a jail official.

Taking suo motu cognizance of a media report, the Rights body issued notices to Delhi Chief Secretary and the Director General of Prisons, calling for a detailed report in the matter within four weeks.

The Commission said the report should include steps taken/proposed to be taken to ensure the safety of the prisoners inside the Tihar Jail so that such violent and fatal incidents do not recur in the future.

The Commission has observed that the contents of a media report, if true, amount to gross negligence on the part of the jail administration resulting in violation of jail inmates’ human rights, which do not stop at the prison gates.
