Headman files FIR against misuse of central scheme

Subject: FIR regarding Unauthorized Collection of Money from Job Card Holders under Awas Plus 2024 (PMAY-G) Scheme
Respected Sir/Madam.
I. Mottior Hussain, Village Headman of Bhangarpar village. West Garo Hills District, Meghalaya, am filing this FIR on the behalf of the villagers of Bhangarpar to report a grave matter involving fraudulent, unauthorized, and coercive collection of money from job card holders under the Awas Plus 2024 (PMAY-G) scheme
On 18th March 2025, a complaint was submitted to the Block Development Officer (BDO) regarding this issue. I have received several verbal and written complaints from villagers who were victims of this extortion. Upon careful verification and inquiry. I have found that two individuals, namely:
1. Taher Ali, S/o Alimuddin Sheikh, resident of Bhangarpar village, and
2. Mojibor Ali, S/o Eyakub Ali, Goan Bura (village headman) of Pabomari village have been unlawfully collecting money from job card holders, falsely promising inclusion of their names in the Awas Plus 2024 (PMAY-G) housing scheme
Despite the clear instructions issued by your office through Notification No. DEM/PENSION/26/2020 dated 22nd January 2025 (a copy of which is enclosed herewith), which strictly prohibits any kind of monetary demand for the inclusion of names in the said scheme, these individuals have continued to deceive and exploit poor and illiterate villagers.
The said individuals have been taking geo-tags of the villagers’ houses, demanding and taking an amount of Rs 2000 from each job card holder as a bribe for including their names in the PMAY-G list. Furthermore, they are intimidating and threatening the villagers, saying that if they do not pay the amount their names will be excluded and thev will not receive the benefit of a house under the scheme
It must be noted that:
Taher Ali does not hold any official position in the Village Employment Council (VEC) or any authority under the PMAY-G scheme. His only connection appears to be his wife, Samina Khatun, the VEC Secretary, which raises serious concerns about the misuse of her position and the abuse of power
• Mojibor Ali, being the Goan Bura of Pabomari village, has no jurisdiction over Milpara and Bhangarpar, yet he is illegally involving himself in administrative matters.
This amounts to fraud, extortion, impersonation of public authority, and violation of government orders. Such actions not only exploit the vulnerabilities of the poor but aiso completely defeat the purpose of the welfare scheme, which is to assist the needy without ans financial burden
I am enclosing the names and signatures of job card holders who have been affected and requested me for registration of this case. Their details will be enclosed as part of this complaint for vour necessary action.
In light of the above, I kindly urge you to register an FIR against the above-named individuals, investigate the matter thoroughly, and take appropriate legal action under relevant sections of the Indian Penal Code and other applicable laws to prevent further victimization of the villagers.
