Lokayukta nod to prosecute 12 including MLA in GHADC scam

Shillong, Aug 2: Meghalaya Lokayukta has asked the director of prosecution to forward the charge sheet records of 12 persons, including the NPP MLA Sanjay Sangma, who was a contractor then, to the public prosecutor , Tura to initiate prosecution in a special court there.

In an order on July 28, the Lokayukta has charge sheeted nine former members of GHADC, two contractors and former secretary of GHADC. The Lokayukta charge sheeted them on the basis of the report submitted by the Investigation Officer/Member of Inquiry Wing of the Lokayukta Anil Sangma, retired MPS.

The action followed a complaint lodged by Kingstone Bolwari Sangma against Sanjay A. Sangma, the NPP MLA of Mahendraganj constituency and others for non-completion of project for construction of members’ hostel at Tura at the cost of  Rs 6,01,31,100.

The amount was allotted on the project under Special Assistance of Central Plan Scheme for 2015-2016 whereby the Ministry of Finance had released Rs 100.71 crore as grant-in-aid to GHADC, Tura to develop the Schedule Tribe areas. The Lokayukta conducted the preliminary enquiry and found prima facie that there were irregularities regarding the  implementation of the projects and subsequently directed to conduct a detailed investigation. In compliance with the direction from the Lokayukta, Anil Sangma submitted the  investigation report to the Lokayukta and on the basis of the Investigation report, the Lokayukta charge sheeted the 12 accused.

The member of the inquiry wing of the Lokayukta had also submitted the charge sheet and detailed investigation report to the Special Court, Tura following which an order was passed by the court for hearing on August 29 after a case was registered.

Besides Sanjay and another contractor Dolrich D Sangma, others charge sheeted under section 12 and 13 of Prevention of Corruption Act 1988 are former GHADC CEM Denang Sangma, former Executive Members Augustine Marak, Brilliant R Sangma, Dipul Marak, Kurosh Marak, Sukharam Sangma, Dolly K Sangma, Bhupen Hajong, Winninson Marak and secretary GHADC Hewingson Sangma.
