Man arrested for obscene acts

Shillong, Oct 25: Police on Saturday arrested a person based on complaints of sexual harassment and stalking.
In a statement, the East Khasi Hills SP Vivek Syiem said on October 15, Laitumkhrah police station received two separate FIRs from two different complainants reporting a series of incidents of sexual harassment and stalking in public places committed by the driver of a Black Bolero vehicle (ML05P 7884)
The incidents, which took place at different locations around Laitumkhrah, were linked to the same individual and vehicle. The earliest report, as per the FIR filed, dates back to May 2025, when the vehicle was seen near Don Bosco Square, Shillong. The driver was alleged to have performed obscene acts in public view, causing distress to the complainant present at the location.
According to the FIR, a similar incident was reported on September 17 along the Dhankheti Malki Road, where the same vehicle was observed engaging in identical obscene acts, constituting harassment and public indecency.
As per the FIR filed, it was reported that on September 23, around 8 pm, the black bolero stopped in front of a complainant and her friend near Don Bosco Laitumkhrah and committed the obscene acts and inappropriate behaviour before leaving the scene.
The recent incident, as per the FIR filed, occurred on October 13 between 5:20 pm and 5:30 pm, near Loreto Convent.
The complainant, while waiting for a Rapido ride, was confronted by the same bolero vehicle. The driver stopped in front of her with the window rolled down, engaged in obscene acts, and further stalked and wrongfully restrained her with his vehicle.
Following the registration of the two FIRs at the Laitumkhrah police station.case no. 146/2025 U/S 296/79/75(2) BNS, 2023, and Case No. 147/2025 U/S 296/78/126(2) BNS, 2023, a coordinated operation was launched across police stations in EKH to trace and apprehend the accused and seize the vehicle.
On October 25, the accused, identified as Tamdorlang Risaw (42), son of (L) Restermen Wanniang, a resident of Nongrah Block II, Shillong, was apprehended at Tawang, Mawsynram, by the Officer-in-Charge, Mawsynram Police Station, and his team. The java-coloured bolero used in the offences was also recovered during the operation. The accused will be produced before the competent court for further legal proceedings, police added.
