“Create a dedicated climate adaptation fund to support states like Meghalaya, which face unique challenges from climate change and natural disasters. There should be funds for innovative ways to control disasters like erosion and landslides with early warning systems”, Manuel said.

He wants introduction of innovative financial models like state-level insurance for agriculture, infrastructure, and health to cover the risks associated with extreme weather.

According to Manuel, the goverment should take initiatives for green bonds and creation of state-wise carbon-credit mechanism.

BJP’s national executive council member David Kharsati said there should be a mechanism to stop misuse of funds and climate change.

NPP leader HM Shangpliang said special grants should be provided for infrastructure development.

AITC secretary J Sen wanted more rehabilitation centres for those affected by  drugs.

Infrastructure facilities are also the need of the hour as the recent repair work at Umiam has affected people’s movement, he said.

Health and education sectors are other priority areas.
