An official source said Rs 28 lakh includes electrical works.
What is visible in the area is a thatched police booth with no protection from rain as sides of the booth are not covered.
Though christened as refuge island for pedestrians, they do not find any difference.
At the inauguration, Commissioner and Secretary Urban and Municipal Affairs Vijay Kumar had said the area was redeveloped with local materials including compost from Marten dumping ground as manure for the flowers planted.
