Suggestion: 30% each job reservation for Khasis & Garos, 27% for economically weaker sections,6% combined reservation for other schedule tribes, schedule castes and OBCs out of which 3% will be for STs, 3% for SCs and OBCs and 7 % for unreserved (general)

Shillong,July 15: The South Shillong Advisory Committee (SSAC) headed by BJP legislator Sanbor Shullai on Monday proposed 30% each job reservation for Khasis & Garos, 27% for economically weaker sections(EWS), 6% combined reservation for other schedule tribes, schedule castes and OBCs out of which 3% will be for STs, 3% for SCs and OBCs and the remaining 7 % for unreserved (general) .

The SSAC presented the suggestions before the committee on state reservation policy on Monday.

Highlights of the suggestion 

  1. The reservation is being done keeping in mind the 2011 population wherein as per the population census of 2011 tribals make up 86.15 percent of Meghalaya population.
  2. 30% reserved for Khasi-Jaintia–ST, 30% reserved for-Garo ST, 27% reserved for economically weaker section, 6% combined for other ST/SC & OBC (3% for other ST & 3% for SC &OBC), 7% for unreserved category.(previously other ST & SC is 5% now it has been proposed 6% with the inclusion of OBC)
  1. Out of the 27% percent reservation for economically weaker section category wherein 87% will be reserved for the EWS of Khasi, Jaintia and Garo category and remaining 6% for other ST, SC & OBC and 7% for unreserved category suggested by the advisory committee shall benefit the poor and also people from rural areas who are mostly deprived from the job reservation. The economically weaker section includes the BPL family which includes the children of drivers, hawkers, domestic workers, daily wage earners and contractual employees, Ashas, Aganwadi workers, farmers and labourers. The government employees are excluded from the economically weaker section category.
  2. The advisory committee has also suggested the inclusion of all genuine non-tribals in OBC category and for those entitled for schedule caste should be included in SC category. The advisory committee has also suggested 3 % reservation for OBC & SC and 3% for other STs.
  3. The advisory committee has also suggested that in the absence of any interested candidates belonging to other ST, SC , OBC and unreserved category in any respective district the same shall be filled by economically weaker sections of  the Khasi- Jaintia category in all Khasi and Jaintia hills (which includes Ri-Bhoi district) and Garo in case of Garo hills for district level post or sub-divisional post.

The advisory committee also suggested for district level posts or sub- divisional posts and out of the 87% combined reservation, 50% should be reserved for economically weaker section belonging to Khasi-Jaintia for all Khasi and Jaintia hills districts (which also includes Ri Bhoi district) and Garo for Garo Hills.
  2. The advisory committee also suggested that the reservation policy should be reviewed every 10 years

100 points reservation rosters to be followed

Out of the 100 seats

  1. Thirty seats reserved for Khasi-Jaintia (Category 1)
  2. Thirty seats reserved for Garo (category 2)
  3. Twenty seven seats reserved for the economically weaker section (Category 3)

Sub-classification:

Out of 24 seats reserved for the Khasi, Jaintia and Garo, 1 seat should be for other ST, 1 seat for other SC &OBC (rotational basis) and 1 seat unreserved)

(The sub-classification is done as per population census 2011)

  1. 3 seats reserved for Other ST (Category 4)
  2. 1 seat reserved for SC (category 4)
  3. 2 seats reserved for OBC (category 4)
  4. 7 seats for unreserved category. (Category 5)

From all the categories, 10% shall be reserved for the differently abled (PWD) and individual who excels in the field of sports, arts and culture.
