Tura MDC for People’s Plan Campaign & Tripartite Agreement commitments

Subject: Non-conduct of People’s Plan Campaign (PPC) in Garo Hills on 2nd October 2026 and violation of Tripartite Agreement commitments.
Sir,
With due respect, I submit this representation to bring to your notice serious lapses on the part of the Garo Hills Autonomous District Council (GHADC) and concerned authorities.
Non-conduct of People’s Plan Campaign (PPC): The People’s Plan Campaign (PPC), as mandated by the Central Government, was scheduled to be conducted on 2nd October 2026 through Gram Sabhas in Garo Hills. The purpose of PPC is to secure people’s participation, record their opinions, and incorporate proposals for developmental projects. It requires uploading details on the PPC portal, preparing agenda under Panchayat Niyam, inviting citizens, line department officials, special guests, influencers, and leaders, and ensuring publicity, venue arrangements, and IEC activities. To my utter dismay, no Gram Sabha was convened in GHADC and the Blocks on 2nd October 2026, no information was disseminated to elected members, and no proceedings were uploaded on the portal. This amounts to deliberate denial of people’s participation and violation of Central instructions. I therefore request your immediate intervention to direct GHADC and Block authorities to conduct PPC in a transparent manner, duly informing the public and stakeholders.
Violation of Tripartite Agreement Commitments: As signatory to the Tripartite
Agreement, I am constrained to remind you that the Agreement mandated meetings every two months to review implementation. The last meeting was held on 26th September 2025, and no meeting has been convened thereafter for over a year. This constitutes gross violation of commitments by GHADC and other authorities.
I humbly request that the Tripartite Agreement meeting be convened at Tura at the earliest to ensure compliance and restore confidence among stakeholders.
Prayer: In view of the above, I urge your good office to:
A) Direct GHADC and Block authorities to immediately conduct the People’s Plan Campaign in Garo Hills with full public participation.
B) Convene the overdue Tripartite Agreement meeting at Tura without further delay.
Failure to take immediate steps will compel us to seek legal remedies for violation of statutory commitments and agreements.
