Govt bans protests by KSU on Aug 21

Shillong, Aug 20: The East Khasi Hills district administration has prohibited further agitational programmes by the KSU scheduled on August 21.

GOVERNMENT OF MEGHALAYA OFFICE OF THE DISTRICT MAGISTRATE; EAST KHASI HILLS DISTRICT ::: SHILLONG:::

ORDER UNDER SECTION 163 BNSS

Whereas information has been received through letter and reports in the news and social media that the Khasi Students Union intend to undertake a rally from the Office of Khasi Students’ Union at Jaiaw to Motpran and would end at Khyndailad where the Union would have a ‘Sit-in-Demonstration’ on the 21st August 2026 commencing from 11 AM from Jaiaw and ending at 6 PM:

Whereas such rally and sit-in demonstration if allowed. is likely to result in disturbance of public peace, obstruction of public movement, disruption of normal life. damage of public or private property or endanger human life:

And whereas. I am satisfied that immediate preventive measures are necessary to maintain public order and prevent any untoward incident:

Now, therefore, in exercise of the powers conferred upon me under Section 163 of the Bharatiya Nagarik Suraksha Sanhita, 2023. I. Shri Abhilash Baranwal, IAS. District Magistrate. East Khasi Hills District hereby issue the following prohibitory order which shall have the force within the jurisdiction of the Sadar Police Station under East Khasi Hills District:-

1. No person. group or organization shall organise, hold, or participate in any procession. rally. demonstration. public meeting or assembly without prior written permission from the District Administration.

2. Any Assembly of five or more persons with the intention of conducting protests. demonstrations. rallies or gatherings that may disturb public order or disrupt normal life is hereby prohibited.

3. The use of loudspeakers. megaphones, amplifiers or public address system. in public places is strictly prohibited without prior permission from the Competent Authority.

4. No person shall carry arms, sticks, stones, rods. or any object capable of causing injury or damage to life and property in connection with the protests, demonstrations, rallies or gatherings prohibited under this Order.

Any person. group, organization of association found causing disruption of normal life. preventing public or employee activities. enforcing shutdowns, damaging public or private property, or committing acts subversive of law and order shall be criminally liable under Section 223 of the Bharatiya Nagarik Suraksha Sanhita. 2023 as well as the various provisions of the Bharatiya Nagarik Suraksha Sanhita, 2023.

In view of the urgency of the matter, this Order is passed ex-parte and it shall come into force with immediate effect and until further orders.
