Vaiphei to submit Cherish probe report on Friday

Shillong, May 19: The chairman of the one-man judicial inquiry commission, who probed  the death of former HNLC leader Cherishstarfield Thangkhiew, will submit his report on Friday.

Retired Chief Justice T Vaiphei, who is heading the panel, said on Thursday that he will submit the report to the chief minister.

Vaiphei had completed the probe on April 23 after getting extension three times.

“I had completed the report last Saturday and wanted to wait for the chief minister so that I can hand over the report to him”, he said.

The commission had examined six police officials who were part of the operation.

From the family members of Thangkhiew, his wife, two sons and brother were also examined.

The doctor who treated Thangkhiew and the doctor who conducted postmortem had also given their statements.

The commission had visited the residence of Thangkhiew as part of the probe.

Though the commission had earlier planned to issue notices to the police personnel on the culpability of the crime, the move was dropped.

Following the protests after the killing of Thangkhiew on August 13 last year, the government had notified the terms of reference for the inquiry commission on August 20.

The commission was asked  to look into the circumstances leading to the police action  resulting in the death of Thangkhiew at his residence at Mawlai Kynton Massar.

The government also asked the commission to give a fact finding report as to the culpability or otherwise of the police action resulting in the death of Thangkhiew.

The commission was free to ascertain other circumstances which are relevant.

According to the notification related to the terms of reference, many complaints have been received by the state government alleging unnatural circumstances leading to the death of Thangkhiew and the public grievances and anguish due to these complaints and allegations have caused widespread disruption of public order and have become a matter of public importance.
