AITC leader writes to Lokayukta to probe vehicle misuse by police officer
Shillong, Sept 6: The AITC national spokesperson Saket Gokhale has written to the chairperson of Meghalaya Lokayukta B Dhar, on Tuesday to probe vehicle misuse in police headquarters.

Formal complaint regarding irregularities in procurement of vehicles and other anomalies in the Meghalaya Police HQ
Sir,
You must be aware of the current ongoing controversy regarding irregularities in the procurement of vehicles and other anamolies pertaining to the Meghalaya Police Headquarters.
In fact, on 04.09.2022, you were quoted in the media saying that the Meghalaya Lokayukta is willing to initiate an enquiry into these allegations if a formal complaint is made as there is no provision for suo-moto investigation in the Lokayukta Act.
Here are some of the salient facts surrounding the gross and brazen irregularities in the Meghalaya Police HQ as found by an enquiry committee:
1. A total of 29 vehicles belonging to Meghalaya Police were found in the personal custody of Assistant Inspector General Shri G K Iangrai MPS which were not being used for official purposes but for the personal use of the said officer
2. Of these 29 vehicles, 1 new Scorpio, 1 new Bolero, 2 new Swift Desire cars and 2 new Bajaj motorcycles have not been allotted registration numbers due to non-supply of documents by the Assistant Inspector General Shri G K Iangrai MPS
3. Similarly, 8 new Bajaj Pulsar 150 cc motor Cycles were purchased in the year 2019 and yet were not registered due to non submission of documents by the said officer
4. One Hyundai Verna car, which was found parked at the Central Workshop of Meghalaya Police HQ, was found to have been allotted a fake number and no registration of the vehicle was done by the said officer
5. A total of 29 new vehicles procured by the Meghalaya Police HQ had not been officially allotted to to any officer and neither were they allocated to a pool of vehicles for being at the disposal of the Meghalaya Police Department. These 29 new vehicles were found to have been in the personal use of AIG Shri G K Iangrai
6. The purchase of all new vehicles procured by the Meghalaya Police HQ was personally handled by AIG Shri G K Iangrai and the keys of these vehicles were kept at his official residence and were not released for use to the Meghalaya Police Department
7. Shockingly, some of these new vehicles being used for personal use of the AIG were sanctioned under the scheme “Assistance to States/ UT 2017-18” for combating illicit trafficking in narcotic drugs and psychotropic substances
8. There are instances of many new vehicles were cheaper models were purchased but invoices were raised showing procurement of more expensive variants by AIG Shri G K Iangrai
9. There are a gross number of irregularities found in the issuing of fuel coupons for these new vehicles where govt. fuel was being used for private use and fake fuel coupons were generated
10. Furthermore, 1 truck belonging to the Meghalaya Police 4th MLP Battalion was in the personal custody of AIG Shri G K Iangrai and was allegedly being used to ferry construction material to his new residential site.
It must be stated here that these irregularities point to a major scam in the procurement of vehicles and other issues in the Meghalaya Police Department with the involvement of AIG Shri G K Iangrai and several other senior police officers both serving and retired.
Despite an enquiry committee headed by Meghalaya Addl Inspector General of Police (IGP) Sh. Mukesh Kumar Singh exposing these irregularities in a report to the Director General of Police, Meghalaya, there has been no action against AIG Shri GK Iangrai.
In fact, the Hon’ble Chief Minister of Meghalaya has blatantly claimed in press statements that these irregularities cannot be called a “scam” despite all facts indicating that public money from the exchequer was misused for the personal gain of a senior police officer.
In light of these developments, the true nature and extent of this scam can only be brought to light through an independent investigation. The inaction of the Govt of Meghalaya in this matter despite a scathing enquiry committee report clearly shows that there is a lack of will to take action against those involved in these irregularities and that there is an active attempt being made by senior ministers and officials of the Meghalaya Govt to bury this scam.
Therefore, it is requested that this representation be treated as an official complaint by the office of the Meghalaya Lokayukta and that an independent investigation be urgently conducted by your office into these irregularities and that immediate action be taken against all those involved in this scam.
