Shillong, Sept 27: East Kasi Hills Deputy Commissioner RM Kurbah on Friday prohibited cow protection rally under section 163 of BNSS.
The order below
“Whereas, it has come to the notice of the Undersigned that some Organizations are planning to organize a Gau Dhwaj Sthapana Bharat Yatra in Shillong on the 2nd October, 2024;And whereas the organisers did not seek for permission for carrying out of the Yatra; And whereas, such Rally may lead to break down of law and order in the city of Shillong and the District of East Khasi Hills;
Now, therefore, I, Smt. R. M. Kurbah, IAS, District Magistrate, East Khasi Hills Shillong. in exercise of the powers conferred upon me under Section 163 BNSS, and with the aim to prevent any group from taking out a procession/rally which may disrupt public order, do hereby prohibit as under:-
1. The assembly of 5 or more people for the purpose of any rally or procession within the whole Shillong City limits, including the Shillong Urban Agglomeration area.
2. The movement of an assembly of 5 or more people in any rally or procession within the whole Shillong City limits, including the Shillong Urban Agglomeration area.
Any violation of the said order will attract penal provisions under Section 223 of the BNS, and any other as deemed fit and appropriate.
In view of the urgency of the matter, this order is being passed ex parte and it shall come into force with immediate effect and remain in force until further orders
(This Order does not apply to religious processions which have obtained due permission from this authority and undertake to strictly adhere to conditions given).
